The meeting opened at 11.06 am.

1. Subordinate legislation: The Committee considered the following negative instrument—

the Energy Performance of Buildings (Scotland) Regulations 2008 (SSI2008/309).

The Committee agreed to continue consideration of this item at its next meeting on 5 November.

2. Budget process 2009-10 (Stage 2): The Committee took evidence on the Scottish Government's budget proposals 2009-10 from —

Councillor Rob Murray, Vice-President, Councillor Graeme Morrice, Resources and Capacity Spokesperson, Barbara Lindsay, Strategic Director, and Brenda Campbell, Head of Finance, COSLA.

3. Disabled Persons' Parking Places (Scotland) Bill (in private): The Committee considered a draft Stage 1 report. Various changes were agreed to and the Committee authorised the Convener and Deputy Convener to approve the final draft.

The meeting closed at 1.25 am.
