In attendance: Professor David Bell (Committee Adviser on the Budget Process).
The meeting opened at 2.00 pm.
1. Review of the Budget Process: The Committee took evidence from—
John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, and John Williams, Head of Finance Co-ordination, Scottish Government.
2. Sexual Offences (Scotland) Bill: The Committee agreed to adopt level 1 scrutiny in relation to the Financial Memorandum of the Sexual Offences (Scotland) Bill.
3. Work programme (in private): The Committee considered its work programme. The Committee considered and agreed its approach to scrutiny of the 2009-10 Draft Budget, and agreed to adopt level 1 scrutiny in relation to the Financial Memorandum of the Damages (Asbestos-Related Conditions) (Scotland) Bill.
The meeting closed at 3.18 pm.
