The meeting opened at 9.45 am.
1. Scotland’s Commissioner for Children and Young People: The Committee took evidence on the 2006-07 and 2007-08 Annual Reports from—
Kathleen Marshall, Scotland's Commissioner for Children and Young People.
2. Petition PE1046: The Committee took evidence on the petition from—
Fiona Hyslop, Cabinet Secretary for Education and Lifelong Learning, and Michael Kellet, Deputy Director, Head of Teachers Division, Scottish Government.
3. Subordinate legislation: The Committee considered the Individual Learning Account (Scotland) Amendment (No. 2) Regulations 2008 (SSI 2008/204) and took evidence from—
Hazel Rutherford, Course Cost Team Leader, and Elspeth MacDonald, Divisional Solicitor, Development, Education and Local Authorities Division, Scottish Government.
The Committee agreed to invite the Cabinet Secretary for Education and Lifelong Learning to give oral evidence at its meeting on Tuesday 2 September.
4. Subordinate legislation: The Committee considered the Education (Student Loans) (Scotland) Amendment Regulations 2008 (SSI 2008/205) and took evidence from—
Hazel Rutherford, Course Cost Team Leader, and Elspeth MacDonald, Divisional Solicitor, Development, Education and Local Authorities Division, Scottish Government;
and agreed to make no recommendations in relation to the instrument.
5. Subordinate legislation: The Committee considered the Education (Means Testing) (Scotland) Amendment Regulations 2008 (SSI 2008/206) and took evidence from—
Gavin Gray, Living Cost Support Team Leader, Anne Marie Hoey, Policy Writer, and Elspeth MacDonald, Divisional Solicitor, Development, Education and Local Authorities Division, Scottish Government;
The Committee agreed to write to the Cabinet Secretary for Education and Lifelong Learning. The Committee also agreed to invite the Cabinet Secretary to give oral evidence at its meeting on Tuesday 2 September.
6. Subordinate legislation: The Committee considered the Graduate Endowment (Scotland) Regulations 2008 (SSI 2008/235) and took evidence from—
Mark Batho, Director of Lifelong Learning, Gavin Gray, Living Cost Support Team Leader, and Elspeth MacDonald, Divisional Solicitor, Development, Education and Local Authorities Division, Scottish Government;
and agreed to make no recommendations in relation to the instrument.
