Creative Scotland Bill

Introduction
The Education, Lifelong Learning and Culture Committee was the lead committee on the Creative Scotland Bill.
The Bill was introduced to the Scottish Parliament on 12 March 2008
and
sought to establish a new national cultural development body called Creative Scotland.
Background
The aim of the Bill was to create Creative Scotland, which would have inherited the resources and general purposes of two public bodies, the Scottish Arts Council, and Scottish Screen, both of which would have ceased to operate.
The Scottish Government stated that the objective for Creative Scotland was to:
“inspire and support a culturally ambitious Scotland, where our creative practitioners excel and their enterprises prosper, and one which attracts and retains increasing numbers of gifted people”.
Creative Scotland would also have been tasked with encouraging more people, and a greater diversity of people, to access and participate in the arts and culture.
Written evidence
A call for written evidence was issued by the Education, Lifelong Learning and Culture Committee for interested parties to submit evidence on the general principles of the Creative Scotland Bill at Stage 1. The deadline for responses has now passed.

Stage 1 report
The Committee published its Stage 1 report on the Creative Scotland Bill on 2 June 2008.
Stage 1 debate
The Stage 1 debate took place on 18 June 2008 in the Chamber of the Parliament. The
Financial Resolution
was disagreed to. Accordingly the Creative Scotland Bill fell.
