SCOTTISH COMMISSIONER FOR HUMAN RIGHTS BILL

Call for written evidence by Justice 1 Committee

The Scottish Executive has published the Scottish Commissioner for Human Rights Bill. The fundamental purpose of the Bill is to create a Scottish Commissioner for Human Rights which will promote awareness and understanding of, and respect for, human rights. The general principles of the Bill will be considered by the Parliament’s Justice 1 Committee during December and January. To prepare for this, the Committee is issuing a call for evidence and inviting individuals and interested parties to submit their views on the Bill in writing.

Specifically, the Committee is seeking views on the following:

1. Do you think a Scottish Commissioner for Human Rights should be established? If so, why? If not, why not?

2. What would such a body add to existing mechanisms for protecting human rights in Scotland ?

3. How should the Commissioner be accountable?

4. Do you think that the proposed funding of £1 million per annum will be adequate given the proposed remit of the Commissioner?

5. What lessons might be learned from other Commissioners / Ombudsmen set up under the auspices of the Scottish Parliament / Scottish Executive?

6. Do you have any views on the proposed remit for the Commissioner?

How to submit written evidence

Evidence should be reasonably brief and typewritten (normally no more than 4 sides of A4) and set out in numbered paragraphs. The deadline for receipt of written submissions is 18 November 2005 . Owing to the timescale required for the processing and analysis of evidence, late submissions will only be accepted with the advance agreement of the Convener.
