Petition by William McCormack on behalf of Dumfries Welfare Rights, calling for the Scottish Parliament to urge the Scottish Government to take action, either through the introduction of new legislation or enhancing the enforcement of existing legislation, to make it an offence for any local authority or public sector body to award a contract with a value exceeding £25,000 pa without first adopting a competitive tendering and best value-based approach.

18 December 2007 :   The Committee agreed to seek responses to the issues raised in the petition from the Scottish Government, Audit Scotland, Dumfries and Galloway Council COSLA, Citizens Advice Scotland and Scottish Council for Voluntary Organisations. Link to Official Report 18 December 2007 

18 March 2008 :   The Committee agreed to close consideration of this petition as this is a matter for each individual local authority under the terms of the Local Government (Scotland) Act 2003 and current EU law. In addition, local authorities are already subject to checks from Audit Scotland and any attempt to introduce a further arbitrary financial figure may contravene current EU law.
