NOTE OF DECISIONS TAKEN AT THE MEETING OF THE PARLIAMENTARY BUREAU: 5 November 2002 AT 2.30 PM

  1. Future Business Programme
  2. It was agreed to recommend to the Parliament future business, including revised business for the current week and the week commencing 11 November 2002 and provisional business for the week commencing 18 November 2002. (for text of motions see Section F of the Business Bulletin for 6 November 2002).

  3. Procedural Motions
  4. It was agreed to recommend to the Parliament that The Codes of Recommendations for the Welfare of Livestock: Animal Health and Biosecurity Order be approved and that the Justice 2 Committee be designated as lead committee in consideration of The Discontinuance of Legalised Police Cells (Ayr) Rules 2002.

    It was also agreed to recommend to the Parliament that Bruce Crawford be appointed to the Transport and the Environment Committee in place of Adam Ingram.

  5. Timetabling of Bills
  6. It was agreed to recommend to the Parliament that the Preliminary Stage of the Robin Rigg Offshore Wind Farm (Navigation and Fishing) (Scotland) Bill be completed by 24 January 2003.

  7. Referral of Bills
  8. It was agreed to recommend to the Parliament that Prostitution Tolerance Zones (Scotland) Bill be referred to the Local Government Committee as lead committee and that the Justice 1 and Justice 2 Committees be secondary committees. The Bill was also referred to the Subordinate Legislation Committee under Rule 9.6.2.

  9. Referral and Timetabling of Bills at Stage 2
  10. It was agreed to recommend to the Parliament that the Water Environment and Water Services (Scotland) Bill be referred back to the Transport and the Environment Committee to take Stage 2 and that this be completed by 11 December 2002.

    It was agreed to recommend to the Parliament that the Public Appointments and Public Bodies etc. (Scotland) Bill be referred back to the Local Government Committee to take Stage 2 and that this be completed by 17 December 2002.

  11. Local Government Committee: Request to Extend the Appointment of an Adviser

The Committee's request to extend the appointment of its adviser for the Local Government in Scotland Bill was agreed to.
