Health and Community Care Committee 27th Meeting, 2001 The Committee will meet at 9.30 am in Committee Room 3 1. Items in private: The Committee will consider whether to take items 3, 4 and 5 in private. 2. Health Boards Appointments: The Committee will consider a paper on the Health Boards appointment process. 3. Community Care and Health (Scotland) Bill (Stage 1): The Committee will consider a draft Stage 1 report on the Community Care and Health (Scotland) Bill. 4. Appointment of an Adviser: The Committee will consider the terms of reference for an adviser on Organ Donation for Transplantation. 5. Forward Work Plan: The Committee will consider a draft forward work plan.

Inquiry into the Crown Office and Procurator Fiscal Service (in private): The Committee will consider lines of questioning for item 3. 2. Subordinate Legislation: Iain Gray (Deputy Minister for Justice) to move (S1M-2424) Mr Jim Wallace: The Draft Small Claims (Scotland) Amendment Order 2001That the Justice 2 Committee recommends that the draft Small Claims (Scotland) Amendment Order 2001 be approved; (S1M-2425) Mr Jim Wallace: The Draft Sheriff Courts (Scotland) Act 1971 (Privative Jurisdiction and Summary Cause) Order 2001That the Justice 2 Committee recommends that the draft Sheriff Courts (Scotland) Act 1971 (Privative Jurisdiction and Summary Cause) Order 2001 be approved. 3. 28th Meeting, 2001 The Committee will meet at 9.45 am in Committee Room 1 1. Lines of Questioning (in private): The Committee will consider possible lines of questioning for the Minister for Environment and Rural Development on the Water Industry (Scotland) Bill. 2. Water Industry (Scotland) Bill: The Committee will take evidence at Stage 1 on the general principles of the Water Industry (Scotland) Bill from Ross Finnie MSP, Minister for Environment and Rural Development. 3. Public Petition: The Committee will consider Petition PE399 by DHS Reid on the structure of the water industry in Scotland. 4. Water Industry (Scotland) Bill (in private): The Committee will consider the possible contents of its report on the Water Industry (Scotland) Bill.
26th Meeting, 2001 The Committee will meet at 10.00 am in Committee Room 2 1. Lifelong Learning Inquiry Case Studies Report Back: The Reporters to the Committee will report back on the case study visits to Dundee and Fife and to the REAL Partnership in Glasgow. 2. Lifelong Learning Inquiry: The Committee will take evidence from Lord Sutherland of Houndwood (Convener), Professor Bill Stevely (Convener of Universities Scotland Learning and Teaching Committee), David Caldwell (Director), Universities Scotland Professor Lindsay Paterson Tom Kelly (Chief Executive), John Burt (Principal of Angus College), Janet Lowe (Lauder College), Association of Scottish Colleges. 3. Tobacco Advertising and Promotion (Scotland) Bill: The Committee will discuss its consideration of the Bill at Stage 1.

on the subject of S1M-2260 and, (b) that Stage 1 of the School Education (Amendment) (Scotland) Bill be completed by 16 November 2001. followed by Debate on Renewing Mental Health Law S1M-2438 Susan Deacon: Renewing Mental Health LawThat the Parliament welcomes the publication of the Executives policy statement Renewing Mental Health Law; agrees that the statement provides a sound framework for new legislation which responds to the needs, rights and aspirations of people who use mental health services, while having regard to the public interest, and looks forward to the introduction of a Mental Health Bill, thus fulfilling the Programme for Government commitment to modernise mental health legislation in the light of the Millan Committees review of existing law. The Presiding Officer has selected the following amendment S1M-2438.1 Nicola Sturgeon: Renewing Mental Health LawAs an amendment to motion (S1M-2438) in the name of Susan Deacon, insert at end "and also supports the view expressed in the Millan Committees report that the aspirations underlying its recommendations for new mental health law will not be met unless services and facilities are adequate to meet the demands placed on them." 5.00 pm Decision Time followed by debate on the subject of S1M-2243 Johann Lamont: Hypertrophic CardiomyopathyThat the Parliament notes the prevalence of the mainly inherited heart disease hypertrophic cardiomyopathy (HCM) which affects one in 500 of the population and is the number one cause of sudden death among under 25-year-olds; congratulates the Cardiomyopathy Association on its role in highlighting the condition and acknowledges the work of those involved in the association who have often suffered the loss of a family member because of HCM; further notes the Cardiomyopathy Association's campaign to secure screening by electrocardiogram and echo ultrasound of all first degree relatives of those who die as a result of this condition, and believes that the Scottish Executive, in partnership with the Health and Community Care Committee, the National Health Service and relevant groups working in this field, should consider how best those suffering from this condition might be identified and given access to the appropriate treatment.
